[Tagging] Animal rescue centre

I was just thinking about adding animal to the social facility feature
proposal:

<http://wiki.openstreetmap.org/wiki/Proposed_features/social_facility>We use
the "for" subtag to specify who the facility would be used by.  A natural
extension would be animal:

social_facility:for=animal
