no, I would make this tree. Use landuse=forest for what you want to describe

I think there is a misconception here: I don't want to abolish
landuse, I want to add landcover additionally to describe the actual
physical landcover.

If there is for example
landuse (or natural) = beach
landcover could be sand or rock or pebbles
