I'd say: bad mapping. Put the signs nearer to the road so it is clear
which road they apply to. Also probably one sign would be sufficient
on the right side (in normal conditions ;-), British/... on the left),
as this is not intended to tag the sign itself. If you want to tag
signs, use Key:traffic_sign
