Are there signs? Is there a kerb or is it drive_way-like? If you are
allowed to access it with motorcycles/mopeds and theoretically cars,
but physically you can't access it by car, I would tag it as
highway=service service=alley, width=<width in meters>
If access is restricted legally to pedestrians, it would be footway.
