[Tagging] "new" highway tag for small and informal footpaths; trail

That's exactly the point. But it is not that "you give possibility to
map them" as this is already done, but you give possibility to tag
them what they are. I'm sorry that almost nobody shares the view that
this should be a new highway class, but insists on using path for it,
thereby using the same highway tag for very different kind of
objects...
