this is user failure. If you download an object in JOSM there is a
checkbox "download referrers" which you should check. You can also
download them later with "download parent ways/relations". Anyway, I
would consider all these special download options and other ways to
create a mess like saving an incomplete way (i.e. without refering
relations) and reopen it rare cases, usually executed by experts, that
are aware of the obstacles.

One can also delete data and then upload or make false changes. What I
mean by this: there will never be 100% security because otherwise we
couldn't allow to enter or modify data.
