[Tagging] Feature Proposal - RFC - Homeless Shelter

could we use amenity=homeless_shelter for when using it as a node, and
bulding=homeless_shelter when using it as an area?


i found in the planet.osm stats that building is used more, and
amenity is used for anything comminity (taxpayer funded)ish stuff.
