A locksmith can and will customize off-the-shelf locks to fit a 
particular purpose.

One example - master-keyed locks.  Each pin-and-tumbler lock needs the 
single-shear pins removed and replaced with the appropriate double-shear 
pins.

Another example - re-keying a lock to match others in a system.
