[Tagging] sneaking in tags in the wiki

There's five or ten different ways people tag this, no-one agrees on which is best, including:
* Using a relation (my preference) [0]
* Adding directions to the tags, e.g. "stop=e;n" "give_way=sw"
* Putting highway=stop on a node in the way that stops, not the intersection node
*  a pile of others
