It's cultural.
You imagine industrial as big, and we don't. Specifically planning laws
describe these areas as light industry.
I see industry as a major Key
and under that 
heavy industry (eg steel works)
light industry (eg joinery)

or under that
workshop=
plant= (major manufacturers)
