An interesting case I saw today:

Construction stopped on this planned commercial development when the
bubble burst. The portions of Lake Smith Circle, Falcon Centre Avenue,
and Bridgewater Crossings Boulevard through the construction site are
not completed, but pavement is laid down. The developer has opened the
gates where the mapped tertiary route enters the construction site to
provide better access for local residents. But the southern gate on
Lake Smith Circle remains closed. You can drive up to either end of
it, but you can't get through. So I tagged Lake Smith Circle as
access=permissive within the construction site and the gate as
access=private.
