I don't see the point. In mainland Europe (for UK the opposite is
true) default right of way is given to those coming from the right
hand, except when marked differently. A circular junction simply
indicates that the corner must be engaged by going around the center
of the intersection, rather than by cutting it as is usual. If, in a
circular junction, the roundabout sign (the one with the arrows in a
counter-clockwise circle) is present, then the priority is to the
left, and we tag this with junction=roundabout (and, of course, the
correct verse of the way).
So, "regular" roundabouts (i.e., those that are common, with priority
to the left) are tagged junction=roundabout, and non-standard
right-hand-priority ones are circular ways without the roundabout tag.
