[Tagging] Any support for a flow tag?

I've been working on a draft to deal with this question.

http://wiki.openstreetmap.org/wiki/Proposed_features/directional

I haven't moved it to RFC yet since I want to polish it a bit more, but a
couple of things to note.

- Currently every waterway is equivalent to directional=yes. If it's been
drawn in the opposite direction, it's been drawn incorrectly.

- I prefer directional=* over flow=*. Flow could be confused with the
quantity of water, whereas the proposal is concerned with the direction
only. An intermittent stream on the side of a steep hill has minimal flow
but is definitely directional.

- The rendering rules to implement this are pretty easy to write
