[Tagging] your opinion on a delete/change key

i think that is to vague. a user should have an idea, what happens,
when he uses the tag. "reinsprect" can mean everything from "it will
be deleted" to "nice, but nobody is going to touch this".

also for finished constructions i wouldn't invent a new tag. if the
construction is estimated to be finished in 2 months, i would just add
a grace period of one additional month and then use
"change:highway=<Date>;residential" to change the currenten value from
"construction" to "residential"
