[Tagging] Is a sidewalk always adjacent to a traversable road?

Basically what I'm trying to get it is what footway=sidewalk tag is
intended for. Is it for identifying only those footways that are
parallel to roads, or for identifying the connected network of sidewalks?
Note that Orlando bans cycling on sidewalks, defining it to mean "a
walkway intended primarily for pedestrians at the side of a street or in
or through a public park or other property owned or controlled by the
City of Orlando or an agency thereof."
