I agree with the quick and dirty hack part, but I don't see why this
should be limited to national capitals. I am using these tags in Italy
for the capitals of the provinces as well, and it works fine for my
purpose (rendering). I see it as a simple way to mark the
administrative importance of a place, that's why I find it sufficient
to mark the most important capital role (lowest admin_level) and not
all of them.

I agree that for precise modelling the boundary relations (also
additional) are the approach to go, and that this permits to express
exactly for which area a place is the administrative center.
