[Tagging] Signification of designated word

The meaning and use of "designated" is confused and highly contested
in OSM, so I'd avoid using it for any other purpose.

I'd have said "carpool" ought to be a distinct value, not a key, if
you've got exclusive parking. Something like:
amenity=parking+access=carpool
