They tend to be at the perimeter of large, fenced-off areas, such as military compounds or major industrial developments.  If they serve different purposes, such as visitors or third-party vehicles only being allowed to enter through specified gates, you are more likely to have names for the gates.  In the case of the city gates you mention, they were once used to control access into and out of the city.
