[Tagging] lanes tag dispute

Do such lanes exist, which are off limits to all at times and bus/psv
only at others? Iif they do, one could go on and add, OTTOMH,
 lanes:bus:free=Mo-Fr 18:00-07:00, Sa-Su 24h
or
 lanes:bus:other_times=none/all/hgv
or 
 lanes:bus:nobody=Mo-Fr 18:00-07:00, Sa-Su 24h

The possible variations are endless, if such would be deemed
necessary.
