I also don't know Brasília. If the superquadras are sub-part of a
settlement (i.e. they are settlement entities) I suggest you have a
look at

place=neighbourhood
and
place=quarter

both can be used for sub-parts of a city (or town/village), which are
smaller then a suburb.

independent from the landuse (which should also be added accordingly,
but has a different meaning).
