[Tagging] Block names (vs street names) in Brasilia

I think I've seen the addr:block proposal (what's the link?)

My understanding is that addr: fields would be attached to entities that are actually being addressed, i. e. buildings. Is this correct?

That said. addr:block would indeed be useful for addresses on buildings in Brasilia.
