[Tagging] non-trivial color schemes

as far as i can tell, the purpose is visibility and the colors are not 
standardized.

the use case for the data is that firefighters arrive on a scene in an 
unfamiliar area, bring
up an openfiremap like application on a tablet, and see where the 
hydrants are and what
color they are. being an unfamiliar area they may not know what color to 
look for, and
sometimes jurisdictions have changed color schemes and not gone back and 
repainted older
hydrants.
