i'm going to suggest an

abandoned=

subtag for railway=abandoned
this could be something like

abandoned=<date>:<qualifiers>

e.g.

abandoned=1859:before_completion
abandoned=:before_completion
abandoned=1958

or something else. suggestions?

since abandoned seems to be preferred in any case, i'll plan on editing
the wiki entry for railway=abandoned to include railways that were never 
completed.
