Heck, seasonal would apply to most drinking fountains located outdoors in
the pacific northwest.  Ones located at schools tend to be off in the
summer and winter, ones at parks and cycleways tend to be off from Labor
Day to whenever they feel like turning it back on again after Memorial
Day...
