I think I found a solution using a self-defined rule:
  access:motor_vehicle!rule.time=10:00-18:00
  access:motor_vehicle!rule.width=5+
  access:motor_vehicle?rule=no

Can this be simplified somehow (using the 1.5 proposal)?
