With the access 1.5 and default opening_hours syntax it would look like this:

define the rules for "forward" and "backward":

• access!forwardrule.time=Mo-Fr 16:00-18:00
• access!forwardrule.direction=forward
• access!backwardrule.time=Mo-Fr 06:00-09:00
• access!backwardrule.direction=backward

apply them to motorized vehicles:

• access:motorized?forwardrule=no
• access:motorized?backwardrule=no

define a more specific mode+role combination which outweights the
rules applied to "motorized"

• access:motorized&&agricultural=yes
• access:motorized&&delivery=yes
