[Tagging] Feature Proposal - RFC - Key:cycleway:buffer=*

This is a modification of my initial proposal to describe buffered bicycle lanes which suggested using the tag:lane=buffered.  It was pointed out that using "lane" as key is too ambiguous when this tag is intended to be used only to describe bicycle lanes.  This new key cycleway:buffer=* is more specific and allows one to indicate the location of the buffer relative to the bike lane.
