Ok, I see what you mean. Then I suggest something along the lines of

enforcement_device=yes

with the option to specify enforcement_device=* from a list of device types
(much like building=*).

How would I go about formalizing this "proposal"? Do I need to make a
proposal page? I'm not trying to add a feature, just to expand on one.
