[Tagging] name of river/admin area

I think this is clearly one of those cases where it's impossible to set a
global simple rule...
... except that:
* use the name, which is used as the name. (here e.g. Thames vs.
Hudson/Potomac/what-not River)
* Add official name where the commonly used name differs from name (perhaps
e.g. Alexandria, VA vs. City of Alexandria, VA -- where I lived 4 years)
* add other loc_*, old_*, national_*, what-not_* names as needed / used...

Clear? Obviously not but not that obscure either...
