Actually, no. To quote: "For access restrictions it is *allowed* to use the abbreviated form by omitting access: in front of the category."
The list would therefore look like:

access:motor_vehicle
access:motor_vehicle:conditional
motor_vehicle
motor_vehicle:conditional
access:hgv
access:hgv:conditional
hgv

However, since *both* the Conditional Restrictions and the Extended Conditions proposal have this kind of shortening for backward compatibility, I deliberately omitted these tags.
