[Tagging] Conditional Restrictions vs. Extended Conditions

Hi everybody,

it probably comes as no surprise that I am against the Conditional Restrictions proposal and in favor of the Extended Conditions proposal.
My main reason is that I believe the Conditional Restrictions proposal is so complicated it will kill mapping of those conditions almost completely, while its benefits are only dubious.
However, since the majority of participants in the whole discussion has apparently never tried to do anything with either of the two tagging schemes, here is a simple challenge. Maybe you should complete the challenge *before* voting.

== The situation ==

A short section of a motorway. There is a bridge which is prone to accidents when wet, therefore the speed is reduced to 80 kmph on the bridge when wet, with a gradual reduction of speed before the bridge.
There are also people living nearby complaining about the noise, so the administration decides to limit the speed of the whole motorway section to 100 kmph between 10 pm and 6 am.
