[Tagging] Power generation refinement: power plant model evolution

Hi,

One more thing after my last mail.
I've asked Frederic Rodrigo, french Osmose maintainer, how he would feel
about the lack of relations in most situations if the proposal is accepted.

Data quality and consistency check world would definitely prefer to work
with relations than with spatial processing.
It's a bit contrary of "mappers love simple things and processors are
freaking at ease with complex rules".

Nobody here was in favor of relations, so I've removed it from proposal.
Nevertheless, what would we do if Osmose can't check the correctness of
power plants mapping?

Can't we find compromise on that special topic?
