[Tagging] revisions to NY State highway tagging

i'm working on some proposed changes to how we tag NY state highways.
part one consists of using the unofficial but commonly used unsigned_ref
tag for NYS reference route numbers (which are almost never signed),
and part two consists of adding two new values for the US:NY network
hierarchy.

i think that the usage of unsigned_ref needs to be regularized, and since
it is in common usage, do we really need to go through a formal proposal?

and it doesn't seem to me that we need to hash out additional values for
NY highway network tagging on this list, but i could be wrong. the current
text for these changes is here if anyone wants to read the whole thing and
offer their opinion:
