[Tagging] water parks and swimming pools

There is already "a polygon surrounding alle the other elements"! He
tagged it with leisure=water_park. For what do we need a separate
relation?

IMO the site relation should only be used in cases the features
belonging to one "site" are not within one area, e.g. if the buildings
of an university are spread all over the city. If you can draw a
simple polygon (closed way) around all features of one site while no
features not belonging to that site are enclosed, why use a relation?
