The separate parts of this break down to:

   - What is it made of?
   - What is the primary use?
   - What does it look like from the air?
   - Who is allowed to use it?
   - If allowed to use it, what activities are allowed/prohibited?

Many osm tags try to conflate those all into a single attribute.
