[Tagging] Pre-proposal: gambling

I notice that many users suggest distinguishing between casinos with
croupiers, and amusement arcades with just slot machines. Currently, both
of them are grouped in one tag, amenity=casino.

How would the community suggest establishing this split in tags? From a
previous discussion, it seems that some users do suggest not to (re)define
existing tags that are already in widespread use. Moreover, it seems that
some users think that mappers should follow existing use, not definitions
as voted or definitions from the wiki. However, I don't see how the split
of meaning of the tag can be established otherwise. Any suggestions?
