yes, it is common practice, and it is a shortcut that "works" at least as
long as there are only very few attributes, but there are also reasons not
to do it like that. If you put a tag wikipedia to a building like this,
will it refer to the building or to the amenity? And what do you do if
there is a wikipedia article for the building and one for the institution
inside? This is quite common for museums in old buildings for instance.
Many tags are not clear when put to "multiple features on the same osm
object", e.g. name, operator, start_date, wikipedia...

it is advocating one OSM element carrying multiple features by encouraging
users to move the tags from a node inside the building to the building
itself, what seems not a good idea IMHO.
