[Tagging] Usefulness of bicycle=dismount on ways

Either the sign is official and the path should be tagged:

highway=path
foot=yes/designated
vehicle=no
note=bicycle dismount sign

or it is unofficial and

highway=path
foot=yes/designated
bicycle=designated
vehicle=no
note=bicycle dismount sign

no need for bicycle=dismount
