[Tagging] Mapping large areas (was natural=????)

What's a mountain what's a desert?  Depends where you are. A typical color
landform map sets defined elevation boundaries for each color on the map.
But human practice is that the boundaries are relative.  What's a mountain
in the East would be a foothill in the Sierra.

Perhaps what the OSM mapper can do is provide hints for the fuzzy
rendering, defining the regional norms, with the actual determination based
on external elevation or rainfall data.  The OSM mapper would say  "how dry
it has to be" to be a "desert" in "Africa".
