yes, I am pretty sure it was a desperate attempt to make the bridge
outline render. 
I have converted a few of them to man_made=bridge but last I looked 
they did not render anyway :(

Anyway, those that I have converted look like
* outline      - man_made_bridge
* way/calceway - bridge=movable + bridge:movable=drawbridge

Better ideas?
