There are differences. See
http://wiki.openstreetmap.org/wiki/Tag:access%3Dofficial and
http://wiki.openstreetmap.org/wiki/Tag:access%3Ddesignated

For example according to
http://wiki.openstreetmap.org/wiki/Tag:access%3Ddesignated
bicycle=designated may be tagged
on "suggested route", in general conditions are unclear and really
inclusive.
