[Tagging] minus or underscore in attribute values?

If the term in question is normally written as two or more words, connected by hyphens, then hyphens should be used. If the term is normally written as two or more words, separated by spaces, then the spaces should be replaced by underscores. Replacing a hyphen by an underscore changes the meaning.
