Usually graveyards (typically ancient burial places associated to a church and directly adjacent) will be part of the sacred area, yes (not to confuse with cemeteries). For parkings you'll have to check whether they are within or not, simple as that.

For areas that are outside of the sacred area I'd usually use religion=* to express the affiliation with a religious institution and I'd use other tags like for any other object, eg landuse=commercial for a big area of the church administration (there are quite some in Rome ;-) ).
