[Tagging] include smoothness=* in JOSM presets?

It seems from that, that the real purpose of this tag is to record the
type of terrain of unpaved paths, tracks and trails.

Perhaps we need:

   surface=unpaved
   surface_terrain=X

where X can be smooth, rutted, impassible or whatever.
