[Tagging] Tags useful for rendering of roads in poor conditions

Great, then we agree. I've said on Github that we still need to decide what
exactly we want to represent on the map: those ways that are most likely in
poor conditions or also those with some potential for poor conditions
(which would affect how we judge a grade2 way).
