[Tagging] Feature Proposal - RFC - Tag:building=kindergarten, accept and document usage of this tag

I do not claim enwiki as primary source of info. Yes, this list is
incomplete and possible contain minor mistakes, there are more terms for
sure. But it can will give you rough idea about relative usage of term
"kindergarten" around the world: language and spelling varies. More than
half of countries have term more specific terms than kindergarten.
