[Tagging] Kindergarten, Childcare and Preschool

For info, the french wikipedia "school" page has a nice summary table
(missing in the english page): https://fr.wikipedia.org/wiki/%C3%89cole

In France we decided to use amenity=school where school becomes mandatory
(age of 6).
Before that amenity=kindergarten

We added a school:FR=* tag to match all our classifications (maternelle,
élémentaire, collège, lycée). As we have schools were these levels are
mixed we also have primaire which equals to maternelle+élémentaire and
secondaire equals to collège+lycée).
