Perhaps it would be better to use the trade tag?

The description says that such places "normally" also serves normal 
consumers, so implies by default open to the public.

You could add a subtag something like "public_sales=no" perhaps (and add
it to that wiki page).

Landuse doesn't seem to fit very well when we have these (general) shop
tags.
