[Tagging] layer=-1, rivers, bridges and tunnels

You don't see the point where adding one "layer=-1"  is easier than
adding 10 "layer=1" ? I see the layer tag in "tunnel/bridge" in simple
cases but you should not follow all recommendations as fixed in stone.
