[Tagging] Feature proposal - Power transmission - few more feedback needed

Good morning,

I did several more edits on the Power transmission refinement proposal and
I'd like to have a little more feedbacks

Two points are concerned :
- Terminations/transitions
tower:type=power_termination and tower=power_transition are planned to be
used for such features.
Adding power_ in values was a request on Talk page and splitting
termination and transitions on two keys too.

- power=line vs minor_line
As to maintain power line scale distinguishing and add information on our
tags, it is now proposed to use line=* and 5 or 6 different values.
power=minor_line is a mix of line=distribution and line=minor_distribution
opposed from line=transmission
We'll have to replace power=minor_line by a significant benefit on
information and consistency with other related tagging schemes (substation).


Once those points resolved, the second vote will start.
